Barbarians of the Ruined Earth are a Thundarr the Barbarian inspired setting that uses The Black Hack!. That’s a game system based on the 1970s original Fantasy Roleplaying Game as a base and is not even two dozen pages long. That tells you quite a lot about Barbarians of the Ruined Earth.

The world is nearly torn apart when an alien craft smashes into the moon, and the resulting rock shower pummels the planet.
This is a post-apocalyptic game in the vein of Thundarr meets Mad Max. That’s not a setting native to the Black Hat, but BotR adds rules for full-auto fire, armour, destiny, an alternative ability generator, horde rules, luck, vehicle and chase rules and a different spell system.
A pledge of $15 is enough for the PDF, and $30 will get you that and an at-cost printing voucher for DriveThruRPG.
