If you do then world-building site World Anvil hopes their latest update is for you. They’ve added diplomacy webs.
The system lets you create factions as needed and then set their relationship score. A relationship score of -100 means the two are at war. A relationship score of 100 means perfect relations.
The nature of that relationship? You free hand that description into the system and add whatever extra notes you need.
Organisations can be described with tags and those tags used to generate webs.
The catch? Diplomacy webs are a Guild feature you need to be a paying member at master level or above.
